Hs code for plastic bags manufacturers

Plastic bags generally fall under Chapter 39 of the Harmonized System. The most common code is 3923.21 (for polymers of ethylene) or 3923.29 (for other plastics). You must specify the raw material (PE, PP, or biodegradable resins) and the intended use (e.g., shopping bags, industrial packaging, or laboratory biohazard bags) as these factors directly influence the specific sub-heading and applicable import duty rates.

Focus on Micron (mu) thickness and Tensile Strength to ensure the bags meet load-bearing requirements. For food-grade applications, verify FDA or EU Food Contact (EC 1935/2004) compliance. If sourcing for retail, ensure the sealing strength and printing clarity (Gravure or Flexo) meet your brand standards. Always request a Technical Data Sheet (TDS) from the supplier to verify these parameters.

If you are sourcing 'green' alternatives, the products must meet EN 13432 (Europe) or ASTM D6400 (USA) standards for compostability. Look for certifications like TÜV OK Compost or BPI. Avoid suppliers who cannot provide a valid certificate number that can be verified against the certifying body's database, as 'oxo-degradable' claims are increasingly banned in many jurisdictions.

Cost is heavily tied to resin market prices (LDP/HDPE). To optimize, consider increasing the order volume to reach a full container load (FCL), which significantly reduces the per-unit shipping cost. Additionally, ask suppliers about downgauging—using high-strength modern resins that allow for thinner bags without sacrificing performance, effectively reducing the weight-based material cost.

The biggest risk is the Single-Use Plastics (SUP) Directive in the EU and various state-level bans in the US. Many regions now require a minimum recycled content (e.g., 30% PCR) or impose a Plastic Tax. Ensure your supplier on Made-in-China.com can provide a Global Recycled Standard (GRS) certificate if you are claiming recycled content to avoid heavy fines or shipment seizures.

Use a tiered sampling strategy. Request a 'Golden Sample' before mass production and stipulate in the contract that the bulk goods must match the sample's density and transparency. Use Trade Assurance or similar secure payment methods to hold funds until a third-party pre-shipment inspection (PSI) confirms the quantity and quality specifications are met.

Plastic bags are high-density but sensitive to extreme heat and compression. Ensure the supplier uses heavy-duty corrugated export cartons and palletization with shrink-wrap to prevent moisture ingress and box collapse during sea freight. For HS Code 3923, verify if your country imposes Anti-Dumping Duties (ADD) on specific origins, which can sometimes exceed 50% of the invoice value.

Look for the 'Audited Supplier' badge, which indicates the supplier has undergone an on-site verification by inspection companies like SGS or Bureau Veritas. Review their Audit Report to check their annual production capacity and machinery (e.g., number of film blowing machines and bag-cutting lines) to ensure they are a factory rather than a middleman.
